9.6.8. Distributional restrictions on modifier/predicative use of quantifiers
The quantifier mind 'all' requires the presence of a definite artcile and an overt numeral or other quantifier in the noun phrase.

A number of quantifiers can only serve as arguments (e.g. quantifiers ending in -//ki// 'who'). For instance, //mindenki// 'everybody' cannot be used as a modifier.

Not all quantifiers can be used as predicates. At the same time, most of the numerals and many quantifiers can only be used as predicates if suffixed with the collective sufix -//Vn//.
