9.2.1. Specificity and its marking
Cardinal numerals and degree-quantifiers can have either a specific or a non-specific indefinite reading. In the latter case, they can appear with predicates requiring a non-specific complement.

Universal quantifiers and quantifiers with an -ik suffix are always specific: they cannot appear with predicates requiring a non-specific complement.
